I'm using the "Boom" theme and want the top scrolling images attached to the news section above the Site links. What plugin is this? I'm using Beam and Shadowbox and neither of them seem to add this feature. Am I doing something wrong?

Hey, usually I am not the one who'll respond to such questions, but I'll try to help.
The plugin is indeed Beam. You must activate it to work. What you see on our demo 'BOOM' page are the 'Latest News' list.
There is a section, in the plugin preferences, where you can give a number which determines how much of you Latest News will appear on the front page. In our case there are eight.
You can do many other funky stuff with the Beam plugin so I recommend you watch our video about it

I've tried to mess with it and it still doesn't look correct. It won't put the Auto-scrolling News section above the links. I have no idea what i'm doing wrong. I've checked and then un-checked everything I can see and I can't get it to activate. Here is my site www.rocampaigns.com. I really need to get this figured out soon since Im hoping to go public with the site soon.

I set it to index/Welcome message and now it looks like this www.rocampaigns.com. The news disappears and it's still not above the Site links bar.

If its not showing index.php as your main page u might have missed a few settings. Try the video tutorial from the GREY33 theme, it explains in detail how to set up your theme the part where is explained how to set your site to use index.php will be the same for the boom theme ...

I changed it to it and it didn't work, then I changed it back again because hardly anything was showing up. I successfully changed it to the index/Welcome message but nothing happened except everything else vanished.

I think its normal when u set your frontpage to index.php the first time no widgets show up, u need to activate them first.
Once u have set up the frontpage widgets in your admin panel and saved the settings everything should look like the Demo ....
admin panel >> Corllete Lab Widgets >> Beam >> Configuration frontpage

Nope, still not working. I will leave it up for you to see. Could I pm you and give you admin rights to see what is wrong?
