how to get emotes for chatbox to open in a window with scroll bar

does anyone know how to do this? We have a huge number of emotes for our chat box, and are using the Sphere theme.

Right now, the chat area is set to 700 px high and the emotes get cut off when opening it (it doesn't show them all).
