What I'm saying it's not a gallery issue, because it works fine for me. Check your gallery permissions, check public upload permissions and your e107_admin/filetypes.php
Administrators is main area in e107 administration. This option is verified only for site administrators. Users should have permissions for public upload -> Public upload - upload permissions.
